Article 21

“The necessity for the performance of an official duty or fulfillment of a legal obligation” referred to in the exception of Paragraph 3 of Article 11 of the Act shall mean one of the following circumstances:
- the retention period prescribed by laws and regulations or agreed in a contract;
- sufficient reasons to consider that such deletion will affect the Party’s interests which are worthy of protection; and
- other justifications not to delete.
