These Regulations are specially adopted pursuant to Article 18, paragraph 2 of the Securities and Exchange Act and Article 82, paragraph 3 of the Futures Trading Act in order to establish securities and futures holding companies for the purpose of creating economic synergies in the securities and futures markets, reducing operating costs, raising market efficiency, and enhancing international competitiveness.
