Article 21

An OTC trading enterprise may not do any of the following acts without the approval of the Competent Authority:
- Participate in a merger.
- Transfer all, or a principal portion, of its business.
- Provide guarantees, endorse negotiable instruments, or provide assets for use as collateral by others.
- Any other act specified by the Competent Authority.
