Article 10

Where a member of the public reports a case of a violation of law and any of the circumstances listed below exists, the competent authority may refrain from handling the case, but shall still make a case record for future reference:
- A report is made anonymously or using a name other than the informant's actual name, or without specific evidence, or the making of a record of the report is refused.
- The same matter has already been processed by the competent authority or previously reported by another party.
- The reported matters do not fall within the scope of cases set forth in Article 2 herein.
